It’s important to demonstrate we have the will, and the means to kill civilians.” Looking out over lower Manhattan, he said, “Here, we have a large population and Wall Street. It’s their showplace. Better to hit them here.”
“Comrade Dubov, exactly what are our objectives?” asked Volodinsky.
“Easy, Doctor. It’s best not to ask too many questions. Remember, curiosity killed the cat.”
“But, to act like common terrorists?”
“Not terrorists,” corrected Dubov. “What we do is an act of war.”
